An Important Letter from the Essex TEA Party on a Proposed Water Plan!

The Virginia General Assembly has mandated that cities, counties and towns adopt a WATER PLAN and submit it to the Department of Environmental Quality (DEQ) in November. The plan for our area has been drafted by the Middle Peninsula Planning District Commission (MPPDC)) and is 333 pages long. The town of Tappahannock has tabled the proposal until the county makes its decision. The Essex Board of Supervisors (BOS) is scheduled to consider the plan on November 8th at 10.05a.m.

The conclusion and recommendations of the MPPDC plan are based on flawed science and vague language used such as Assumed, maybe true, limited records (only 34% of the plan surveys were returned) used industry standard multipliers, seasonal variations, uncertainty factors, using peak usage rates, difficult to make said projections of future water use, assumed water rates. After they ran out of ways to say they do not know, they referred to errors in the plan as data gaps. The largest data gap is the 74% private and business ground water well user and the assumption that each individual in this category uses 76 gals/day or collectively in the entire middle peninsula, 5.1 mil/gals/day. Even though this number is high the peninsula has plenty of renewable water. If you take the last rain event (10” rain) and use the 14% entering the water table after run off, evaporation and vegetation absorption. In Essex alone 4.6 billion gals were placed back into the ground during this period. The plan uses proposed regulations which are advocated by the UNITED NATIONS influenced Sustainable America Program.

Do you want to recover brown water to flush your toilet or maintain rain harvest collection tanks and pumps? The WATER PLAN proposes to monitor private use wells for water quality and will require a meter on individual wells within the planning district which includes ESSEX County.

This mandate needs to go the way of the product that goes into your septic system. If nothing else you owe it to yourself to read the conclusions and recommendations on pages 118-122 of the proposed water plan which can be found at the following link http://www.mppdc.com/index.php/watersupply . You should also make plans to be at the November 8th BOS meeting at the School Board Meeting room at 107 Cross Street and be a part of rejecting this proposal that will destroy even more of the few property rights you have left. PLEASE become a part of the solution to this gross infringement upon your individual rights and freedoms as a citizen of the Commonwealth of Virginia.
